No Go On Buyers For House #1

I never got a call from the broker, but the husband called me in the evening to tell me they can't buy the house. His broker emailed him and said FHA will not allow a 2nd note on the house (not sure of the specifics), therefore, they won't be able to buy the house unless I sell it to them for $125k. I told him I never heard of this FHA "rule", but was sorry for them.
